Cannot Register Assembly Access Denied Vb.net

I'm using RGiesecke's DllExport to annotate with [DllExport] the methods that I want to export as an Dll. Please make sure you're running the application as administrator. I'll mess with it when I get home today and if I find a solution I'll post it. Once I formatted and reinstalled Windows 7, the issue went away completely. RecyclerAddin I am running Windows 7 64bit with Visual Studio 2008 standard.

I got fed up with the issues, that I formatted my PC. Actually the ‘User Account Control: run all administrators in Admin Approval Mode' was Enabled on the Local Security Policy. Requiring users to check-in before another user completes a build of this specific project is not reasonable in our environment at this time. The way it's acting seems like something is acting up.
