Microsoft disabled file downloads by default in some versions of Internet Explorer as part of its security policy. We ran into a similar issue recently, but it was on Server 2012.  It COULD apply in your scenario.  Is it possible, if you are in a domain, that the ENABLE Can't Open Downloads In Internet Explorer I am marking this as an answer based on responses from others. Here is what we have tried: -Install Firefox, set it as default, and remove it.   -Reset IE 9 to defaults -Turn off protected mode on IE9 -Turned down security settings
